Hue values on Sony and GVG

I've never really questioned this before, but has recently got me curious....

 

The colour red is always expressed as zero degrees on the HSL colour wheel. Any reference I can find on the web, all adobe applications etc, always use red at zero degrees hue. Why do the matte hue values both on the Sony and GVG switchers give red a value of 102?
