One issue I'm having when building timelines using resizers is that I can't seem to use XPT holds on the panel. ie if I activate the XPT hold on a key that is being used in a timeline with a resizer the effect won't run.
Is there a setting that enables this?

It is actually a setting that disables it. My guess is that you have "Xpt Hold Mode" set to "Key Disable", as that's the way it comes from the factory. On menu page 7335, set it to "Xpt Hold". That will allow the resizers to follow the original timeline. Otherwise, they, and other keyer parameters, are "held" along with the crosspoint.
