NHL and NBA rate card question

Does anyone know if in the rate cards there is anything about format converters? Talking about 1080i to 720p or the other way. Have they even thought about it?

I know that in some MTVG areas it is a moot point since they buy the Kayaks with the internal converters but it doesn't help elsewhere.

There are specs concerning frame syncs, but I don't know the current numbers. One now-defunct vendor interpreted that as feeds from the other truck, regardless of whether they were timed or not, which was an interesting leap, in my opinion. Vendors have a certain amount of latitude in such things, of course.
