GVG-110 downstream keyer compression

We have a GVG-110 switcher in our live rack with no documentation (OLD - but that's what you get in education...). I'm having a bit of trouble with the downstream keyer - it seems to be getting compressed to 60 IRE maximum with everything else scaling to match.

The unit connected to the keyer is an Avid Deko 3000 which doesn't have much in the way of output configuration - I was able to correct the horizontal timing, but there are no gain settings. When run directly into a waveform monitor it shows me a full signal, so I can reasonably guess that my SDI->analog converters and the Deko hardware are good and the compression is occuring elsewhere. Admittedly I don't have a lot of experience with this particular switcher but this is baffling me. Any ideas?

I'm doing this from memory as I can't seem to find a manual. There are two inputs to the DSK; a fill & a key. I think the fill is a loop-thru and needs a terminator. The key input is single ended. Also make sure you in the DSK inputs, not the ME keyer inputs. While it's possible that there's something electro-mechanically wrong, if there was you'd probably wind up unterminated, not double terminated. Make sure you have a linear key selected. This almost sounds like you have your clips/gain levels for the key turned down. While there are some gain adjustments, there wasn't anything that would cause you to loose 40 IRE. Another thing you might check is that the daughter card for the DSK is fully seated. I think it was on the top card towards the back. Again, it's been a few years (decades) since I put one of these in. If I run across the manual I'll re-post. Sounds like a termination issue to me. I don't recall if any of the loop-throughs are self-terminating on this board, but that's where I'd start.
